Developing Integrated Services for COmmunity energy to accelerate Valid Energy Transition

 

The DISCOVER Project aims to develop and implement a comprehensive Manual for Energy Communities (CEPs). This initiative stems from the shared experience of the partnership members, who are actively involved in promoting energy communities across various regions.

The project acknowledges the common challenges faced by energy community projects, often struggling to gain momentum and sustainability. These challenges range from legal and administrative complexities to financial, social, and organizational issues. Aligned with the implementation of the Clean Energy for all Europeans Package, the project operates in a context where Energy Communities are assuming a central role in Italy and Europe. These communities are perceived as vehicles for environmental, social, economic benefits, and addressing energy poverty.

DISCOVER commits to overcoming these challenges by actively collaborating with regional partners to customize the Manual to the specific needs of local communities. The objective is not only to transform existing informational tools into concrete services within the manual but also to establish four Service Centers in Pilot Regions. These centers will serve as local reference points, providing consultation, training, and technical support to ensure effective dissemination of the Manual and the success of CEPs in their implementation.

DISCOVER pledges to conduct continuous monitoring and evaluation of the project's progress, comparing achieved results with previously established key performance indicators. Through this dynamic evaluation practice, DISCOVER aims to actively contribute to the development of tools and support mechanisms facilitating the active and effective participation of local authorities in city initiatives for energy transition, with a particular focus on Energy Communities.

 

Objectives:

  • Development and Implementation of the CEP Guidebook
  • Set-Up of 4 Service Hubs in Pilot Regions
  • Future Replication and Exploitation
  • Stimulation of New CEP Initiatives
  • Operative CEP Support

 

Actions:

  • Convert existing informative tools into actionable services within the guidebook.
  • Collaborate with regional partners to customize the guidebook and address specific challenges faced by local communities.
  • Establish local service hubs in pilot regions to facilitate the roll-out of the guidebook.
  • Continuously monitor and evaluate project progress against established KPIs, adjusting strategies as needed for optimal impact.
